Llama 4 vs Mistral Large 2: Architecture, Licensing and Deployment Tradeoffs

Correctly compare Llama 4 mixture-of-experts models with dense Mistral Large 2, including active parameters, memory planning and release-specific licensing.

Llama 4 vs Mistral Large 2: Architecture, Licensing and Deployment Tradeoffs

Llama 4 and Mistral Large 2 illustrate different deployment tradeoffs, but the architecture distinction is easy to reverse. Llama 4 Scout and Maverick use mixture-of-experts architectures. Mistral Large 2 is a dense 123-billion-parameter model.

This comparison concerns those specific releases. It is not a claim that they are the newest models available from either provider.

Compare total and active parameters

Meta's Llama 4 model card lists Scout with 109 billion total parameters and 17 billion active, and Maverick with 400 billion total and 17 billion active. The card describes text and image inputs.

Mistral's Large 2 reference lists 123 billion total and active parameters. The same page marks that API model as retired, so new integrations need to review currently supported options.

A mixture-of-experts model can activate a subset of its parameters for a token while still requiring access to the full set of weights. “17B active” therefore does not mean the deployment has the memory footprint of a dense 17B model.

Plan the serving system

Separate weight storage, runtime memory and computation. Then add context caches, concurrent requests and the communication cost of distributing work across devices.

Do not translate a parameter count directly into a fixed number of GPUs. Precision, quantization, runtime support, context length and the response target all affect the result. Measure the actual configuration before committing to a capacity plan.

A useful load test includes long inputs, cancellation and a burst above the expected concurrency. Check how the server rejects or queues work when memory is constrained.

Review licensing separately from architecture

The Mistral Large 2 release announcement distinguishes its research license from commercial licensing. Meta also distributes Llama under its own terms. Open weights do not automatically imply unrestricted use, redistribution or permission for every application.

Resolve those conditions before investing in deployment work.

Evaluate the workload, not a slogan

Use the same reviewed tasks and input preparation for each candidate. If image understanding is required, verify that the selected model and serving path support it. For text-only extraction, judge exact fields and missing-answer behavior rather than persuasive prose.

Record throughput, latency and quality together. Without a reproduced experiment, it is not defensible to claim a fixed speed advantage, lower hallucination rate or universal winner. The result should be a deployment decision with stated constraints and evidence.
